Starlink Reapplies for India Approval With Gen-2 Network and D2D Technology

Starlink has reapplied for India approval of its Gen-2 satellite network supporting direct-to-device connectivity. The move could eliminate dish antennas as India weighs D2D services, spectrum rules and security clearances.

Elon Musk’s Starlink has once again stepped up efforts to launch satellite internet services in India, seeking approval for its advanced Gen-2 satellite system that supports direct-to-device connectivity.

According to a report by The Economic Times, Indian space regulator IN-SPACe has received a fresh application from Starlink for its Gen-2 satellite network. The key feature of the technology is direct-to-device, or D2D, connectivity, which could allow users to access Starlink’s satellite internet without requiring a separate dish antenna.

At present, Starlink’s satellite internet service requires a large dish antenna, which also makes obtaining a Starlink connection more expensive. The new technology could eliminate the need for the dish, potentially making Starlink more affordable and accessible to users.

According to the report, IN-SPACe had rejected Starlink’s previous application because of certain technical issues and spectrum regulations. The company has now sought approval again for its Gen-2 network, comprising approximately 30,000 satellites operating in low Earth orbit, or LEO, at altitudes ranging from 340 to 615 km.

Earlier, in July 2025, IN-SPACe had approved only Starlink’s Gen-1 network, which does not support direct-to-device connectivity.

D2D technology enables a mobile phone to connect directly to a satellite in space instead of relying on a nearby mobile tower. This can allow users to access internet services and make calls through satellite connectivity.

The technology also reduces the need to install conventional mobile towers. According to the report, the Indian government could soon approve D2D services and new spectrum bands. If Starlink receives the approval, it could gain a significant advantage over competitors such as Reliance Jio, Amazon Leo and OneWeb.

Before any satellite company can begin services in India, it requires security clearance and spectrum allocation. At present, none of Starlink, Jio or OneWeb has started commercial services.

The Telecom Regulatory Authority of India (TRAI) has already issued its recommendations on spectrum pricing, but the government’s final decision is still pending. Guidelines for D2D services are also expected soon.

Existing telecom companies in India view D2D technology as a challenge to their businesses. They maintain that satellite companies should also be subject to the same rules that apply to telecom companies.

The government is also emphasising strict compliance with regulations from a national security perspective to prevent any misuse of space technology. Starlink’s fresh application for its Gen-2 network therefore comes as India continues to finalise the regulatory and spectrum framework for satellite and direct-to-device services.
